Higgins is a rivaling builder that the player must confront during the main storyline of the game. He is a hard-working competitor and has the highest ranking workshop when the player character arrives in Portia.
He harbors resentment and jealousy toward the player because they moved into Pa's workshop for free and suddenly start getting a lot of positive attention from the people in town. He got extremely jealous of how Player is getting special treatment. He is one of the first characters that the player meets in My Time at Portia, first seen snatching the last commission of the day from Presley's hand as Presley attempts to give it to the player. Even so, Presley describes him as a very hard-working man who does great work and has a fabulous workshop.
Higgins' Workshop is located in Central Plaza near the Barber Shop and Portia Times. When the player gets close to the workshop, he sometimes reacts aggressively and accuses the player of stealing. He even goes so far as threatening to beat the player up if they try picking up objects near the workshop. He can be found visiting the Commerce Guild when it opens every weekday morning; otherwise, he is typically near his workshop.
As of Steam 2.0.141235, Higgins can be befriended after completing the main storyline and completing the newly added mission One Chair to Rule them All.

Higgins has short dark hair, a wide, cleft chin, and piercing brown eyes that are always in a squint. He wears a white collared shirt with a light blue grid pattern, a blue vest, a lime-green tie, brown belt and a jeans.

Higgins has no social network, though Presley appreciates his hard work and Antoine cares enough about him that he called the Civil Corps to look for Higgins when he once missed a day of work due to being passed out in an abandoned ruin.

Relationship[]
Higgins' cannot receive any relationship points with the player until after completing the post-game mission One Chair to Rule them All.
Due to his position as rival, Higgins' relationship status with the player remains Nemesis throughout the main storyline. As such, Higgins cannot gain relationship points, receive gifts, play Rock, Paper, Scissors, or any other social interactions. However, Higgins can be sparred. Furthermore, the player can steal from Higgins' furnaces when there are metal bars visible in them. If Higgins sees the player doing so, he will immediately spar them (which will cost the player 15) but other than that, there are currently no consequences to stealing from him.
Shortly after completing One Chair to Rule them All, the player can trigger a dialogue to immediately turn Higgins from Nemesis to Buddy. This will unlock all social interactions with Higgins, including gifting and playdates. He will also give relationship perks as he reaches certain relationship levels with the player. His relationship perks can be viewed from the start of the game, but they are unattainable until after finishing One Chair to Rule them All.

Chat is a basic social interaction available at any relationship level. Chatting with Higgins does not increase his relationship points as Higgins cannot be befriended; subsequent chatting, on the same day, only results in the same conversation.
Higgins's dialogue may change every day and every season. Higgins may also comment about certain events or missions.
Gift[]
Giving gifts to Higgins affects the player's relationship with Higgins. Every character has unique gift preferences.
Tips:
- Every giftable item, except for the items below, will have a Neutral (+1) effect when given to Higgins.
- Gifts given on festival days and on Higgins's birthday will earn the player 2x and 3x relationship points, respectively, and will show a unique dialogue.
- Values listed below are without The Giver skill, which gives an extra point.

Spar[]
Higgins can normally spar with the player up to three times per day, though there are two additional chances to spar with him.
Note that the level in the table below is Higgins's base level at the start of the game. Higgins's actual level can be higher because he will level up over time.

Additional opportunities[]
Each workday, a Copper or Bronze Bar will spawn in one of Higgins's Industrial Furnaces outside his workshop, which he will pick up once he returns between 9:00-9:45 from claiming a commission from the Commerce Guild board. If the player picks up the bar while in his presence, he will immediately incite a match with the player, which will count towards their daily spar count if they have not hit the maximum yet, but will still occur if the daily maximum has already been reached. Therefore, if the player has already sparred Higgins three times that day prior to stealing his ingot, it is possible to spar Higgins four times per day.
The Brightest Star allows the player to spar Higgins during the course of the mission, making it possible to spar five times with him on that day, once per character file.
Relationship points[]
After Higgins' relationship meter has been unlocked, the first spar of the day gives +1–2 relationship points if the player wins (0 for a draw), but rematches on the same day give -1, regardless of whether the player wins or draws. (By the point in the game where Higgins gives relationship points, the player will likely be a high enough level that there is no way for a spar with Higgins to end with him winning.)

Higgins can play RPS with the player up to three times per day.

Once the player has become buddies with Higgins, they can schedule a play date together.
Dine[]
If the player chooses to dine at The Round Table with Higgins during a play date or date, it is recommended to order dishes he will like. If asked before ordering, Higgins will sometimes tell the player exactly which dishes to order; other times, he will just give little hints. In the event that Higgins does not specify the exact foods desired, the player should order between three and six dishes, depending on what hint he gives. It is recommended to order each of those dishes from different courses, ex. ordering one Appetizer, Meat, Vegetable, Dessert, and Drink course each, rather than five Desserts.
Higgins's food preferences are listed below. The player is advised to use these preferences only when Higgins does not tell the player what to order. If Higgins tells the player a list of dishes to order or gives a hint, it is advised to follow his wishes instead. The full restaurant menu can be found at The Round Table page.
