Lift Controls can be crafted using the Assembly Station after obtaining the diagram during the Bassanio Lift mission:

Lift Controls diagram can also be purchased at the Research Center Exchange for 9 Data Discs or given by Mali at the start of Western Plateau mission.

One Lift Controls is used in The Bassanio Lift. Another Lift Controls is required to construct the Lift for Western Plateau mission.
