2 Sapphire (obtained by quarrying crystal deposits or grown on Crystella Tree). Note: Ginger asks for 1 Sapphire in the letter, but the item she asks the player to craft requires two.

The player can fail the mission if they don't arrive at Gale's in time. There is no penalty for failing other than losing the opportunity to get the reward and the crafting book.
