Ryder is a stranger who comes to Portia as a part of the main storyline of the game. The player can only have limited interactions with Ryder and cannot develop any relationship of substance. He is a soldier working under the Captain of the Guard, Ursula. His character level is 50.

Ryder practices his speed by running up and down from the Civil Corps Building to the Portia Bridge (the bridge that leads to Southblock.)
At night he can be seen walking down Main Street (The street leading from Central Square to Peach Plaza.)
