Can be found by mining in Abandoned Ruins #1, randomly finding in chests throughout the Sewage Plant Hazardous Ruins, defeating the Chemical Dropout boss in the 1st Stage of the Sewage Plant, finishing Mission: The Cave On Amber Island, or purchased from the Mysterious Man on the 27th-28th of any month.
